Well there is one really good way to get rid of fraud but you're not going to like that answer. But no fraud will continue to grow or stay stable. Even if the % of people committing fraud drops population still going to grow

yes, but i think they’re assuming that no matter who are are, if you reside in the states, you automatically get benefits for everything
