What is a “society based on punishment”? What is a “society based on care”?

Society based on punishment requires there to always have someone to punish. Whether it be fore being homeless, poor, black, gay, whatever. Society based on care helps those people, though often requires the oppressor to help in ways they might not want to.

Has there ever been a society without the poor? Our society is so materially wealthy that even our poor have access to far more resources than the vast majority of humans throughout history.

Actually not close at all because laws can reinforce both and the lack of laws can also reinforce both. Like, for example, outlawing slavery and helping former slaves financially (even though that didn’t happen) is a step toward a society based on care, and outlawing homosexuality is society based on punishment. Letting prisons be profit-dependent contributes to a society of punishment, and letting homeless people exist in public without the risk of being arrested for vagrancy or loitering is
