Casinos weren't something the US gave. Tribes won the right in court (Cabazon, 1987) and Congress answered with IGRA, forcing them to negotiate with states. Customers buying a service isn't restitution. Most revenue goes to a few tribes near big cities while remote ones get little. And casino money often covers treaty-owed health and schools the feds underfund. Keeping gambling tribal is fair, but calling it reparations lets the US off the hook.
