Ok so apparently it’s fines in retaliation to fail curb “antisemitism” to then have access to federal funding. But I’m pretty sure this is more about how those fines would go into general funding that they can spend on whatever legislative versus the money already allocated to education, and the added bonus of the political statement it makes.
