Depends, some dogs are just easily distractable even well trained and a little leash pressure on a proper harness can be fine, the dog will let you know if it’s not happy. But also yeah there are plenty of assholes not bothering to train and dragging their dogs around by just a neck collar

Yes, key distinction here being a little pressure on a harness, totally with you. People yanking on a dogs leash that’s attached to a collar around their neck need to be beaten up

110% yes. Genuinely wish I was huge and jacked so I could threaten people who behave like this. My old neighbor used to yell at his German Shepard and yank him around and shit and I felt so helpless knowing I couldn’t do anything
