
Yes. It would also mean you can't send experienced, beloved representatives back to congress. It punishes experience and forces turnover for no good reason. I also think it's probably based on a misdiagnosis of the problem. I don't think it's that they get corrupt or don't care. I think it's naive to think that someone new will do better. There are other reasons things aren't working: partisan polarization, routine use of the filibuster, gerrymandering, money,
