Republicans control the senate yes, but it needs a 60 votes majority so they need to sway some Dems. As for cuts, there is so much abuse of welfare programs and the dems want to let people leech off the system

The cuts are largely outweighed by trumps tax cuts to high income earners and billionaires. Mostly this is a move to block the Epstein files from being released.
