Oops actually, Shell has not commented. There’s speculation that BP and Shell could be interested though, based on the fact they both had licenses to operate in Venezuela, but the US revoked them last year

Job creation isn't really the issue, they problem is going to be the price of the oil. But early estimates still value it in the trillions so it should be fine.
