Actually we don’t really know since there’s never been a Supreme Court case. He’d probably be able to since natural born likely includes children born to US citizens abroad (since there was no naturalization process). Funnily, Ted Cruz’s own website kinda skips over that and just says he was raised in Texas but doesn’t use the word born
