Bin Laden admitted that the muslims did it. Not saying the government didn't know about it because obviously they did, but saying Silverstein carried it out would be stupid. Why would he choose to spend millions of dollars and years in court trying to fight his way through legal troubles. In the end, he built the memorial and revitalized the whole WTC.
