Humans dont naturally produce dogs There are many dogs that need homes, but to an extent thats part of a cycle of irresponsibility. Licenses can help curb that, and in an ideal scenario any home that would be good would be licensed, so the only dogs unhomed would have been in bad ones
I think a both-and would be good, reduce the dog population and make sure owners are being responsible, both for the sake of the dogs and people. There are 800k people who need medical treatment for dog bites each year, and 50 die. Also many dog owners I know have a story of their dog being attacked by another one. Especially those with small dogs.
