
You can “control” a house by having majority and still not have the two thirds required to pass a vote. The problem is the republicans only have 219 members seated in the house (not the required 290 to approve something), and only 53 members in the senate (not the 60 required to approve something).
Saying it’s one parties fault is wrong on both sides. Democrats don’t have majority in either body but they still have the power to get compromises they just have to be willing to compromise and not shut down every solution that gets brought up. Similarly republicans do have the majority in both bodies but they don’t have a two thirds majority so they still have to come up with a feasible solution that both parties can agree on
They do need to come up with feasible compromises! However republicans aren’t wanting to do that (see the reconciliation bill they passed with a simple majority a few months ago and the rescission package which cherry picked revoking funding from a bipartisan compromised budget). When republicans stab Dems in the back after “compromising” it makes it really hard for Dems to stomach helping them govern for only the people that voted for them.
