It seems to be referring specifically to the party. I have no idea who that guy on the bottom is and that originally said ‘I’m an American’

One of Obama's staffers was in the files so it's not impossible but OP is right the original meme is the photo pictured and I was trying to call out party politics not these politicians in particular
