Except it isn’t a Muslim segregated town, it’s not even a town. It’s a neighborhood subdivision with room for 2000 people at best that has a mosque at its center. It’s not built yet either, and the plots are open to anyone to buy—why someone like op who is clearly bigoted would want to live there is beyond me—but if they wanted to they could

At a surface level glance It seems like there was an investigation to see that the development was open to all.

There was an investigation, it's literally an undeveloped plot of land. Housing plots within it are open to everyone, they won in the court of law and the Texas governor is still illegally stopping development for bigoted reasons
