You’re the one who lacks understanding. Tell me: what is the typical profit margin of a grocery store? You can remove profit motive and I can guarantee you won’t save a cent. In fact, it’ll be significantly more expensive than TJs or Costco

How was the benchmark conducted? Would the military publish a stat that shows they are failing to deliver savings, as required by their mandate?
