Because that’s what northern Mexico has a lot of. Fresh water. Us just taking the entire Colorado river just wasn’t enough I guess.

US and Mexico have a water deal. Water from Colorado river goes Mexico they in return give water to Texas. Mexico has had a drought for I think a decade and has racked up water debt so the US is not sending the water they usually give
