1: is he factoring in all of the security measures? The extra cost of cleared labor? All the security tech? The bullet/blast-proofing? 2: it could very well be a cover for renovations to the bunker below.

Its like saying “I can buy a drone for $200, why is the gov spending 1000’s?”. Can that drone withstand electronic warfare, is it hardened to cyber attacks, do its parts come from the US or allied countries, are the engineers all US or ally workers with clearances, was it shipped in a way protected from tampering, do you have documents and spares for every part?
