That “eating babies” thing was uncorroborated information obtained from interviewing a random person that came into an FBI field office. It was more than likely someone who had a few screws loose and just went to the fbi saying whatever came to their mind. Focusing on files that are unlikely to be true only helps them evade justice, this is exactly why they included stuff like that in there.
