Depends how you define mass shooting. If we are just talking about the unlawful killing of a large group of people with firearms I would argue that Ukraine has the most right now.

Mass shootings not including gang violence are also an insignificant portion (0.2% in 2023 according to the FBI) of the gun homicide being committed in the US
