Anyone who’s ever been burgled can tell you, the cops don’t consistently catch people on crimes like that. And those are break-ins, let alone if someone just walked in when nobody was in there and then walked out of his office after planting it, like you said, too many people go in there to figure out which one did it.

Occam’s Razor says not to add invisible variables to justify your conclusions, so instead of assuming an invisible mystery man, I’m assuming it was the Congressman or a member of his staff. Occam’s Razor doesn’t mean “pick the explanation that blames the most convenient person.” It means the explanation that requires the fewest new assumptions is most likely. Saying “Dave Taylor did it” actually adds more assumptions: that he’s secretly a Nazi, that he’d risk his career by hanging a swastika in his own office, and that he’d then call the cops on himself to fake deniability. The simpler claim is just that someone else with access (staff, visitor, prankster, etc.) did it.
