I would say working democracies where there is true elections. There can be election interference or corruption but the elections should be fair and voting should be a right

so like if a country claims its a democracy for the appeal but on paper isn't then I would say truely they are what they are not what they claim

why is this a question? if the US counts as democratic, then all of the other settler colonies and apartheid states are democratic
