I was pretty clearly responding to your claim that poverty/wealth disparity is causing the disproportionate amount of crime seen. If u wanna talk about a different potential cause please do but I fail to see how that slew of buzzwords was your conclusion from the data provided

Look up the "Racial Invariance" Thesis (Sampson & Wilson, 1995). They proved that when whites and blacks live under the exact same socioeconomic conditions (economic deprivation and social isolation), their behavioral adaptations are the same

No way redlining causes that much of a disparity. You seem to be suggesting the rates should be the same right? So that would mean ~75% (being generous here) of those homocides were wrongful convictions of black americans. That’s your implication.
