The whole theory about the CIA doing it to destabilize the black community specifically because of racism is dumb. Sure racism played into it but they likely did it, for the most part, to incite racial tensions on behalf of Mossad because that was who our intelligence was primarily and almost exclusively in bed with at the time.

Also likely a money making operation for the Israelis because (similarly to North Korea) they were and are commonly in bed with crime syndicates with the US.
