The flight tracking websites are definitely involved in several conspiracies are you kidding? I’ve personally watched them change the nomenclature and specs of flights mid air between routes. I wouldn’t trust any information given to you on a screen.

Don’t get me wrong, roughly 95% of flights seem legit but if you find a break in the pattern to what seems normal, watch that flight, chart it out on paper, and see if it stays consistent from beginning to end. That is, if you care to spend the time doing it. But again, I wouldn’t trust any info given on a screen unless you’ve got your own paper log matching its digital log and pattern.

It likely is. Which agency varies. Some have partnerships. Task forces are often multi-agency.
