Yes LBJ was known as the “bully pulpit” because he basically had all of congress at his whim. In addition to CRA, he also did the War on Poverty, Head Start, Medicare, Medicaid, Pell grants, the National Endowment for the Humanities (NEH), National Endowment for the Arts (NEA), and the Fair Housing Act.

LBJ was genuinely one of the best to use the bully pulpit. He was like 6’4 and would meet with senators who were holding up a bill and scare them shitless with his height until they broke
