No it dosent, it dosent imply this at all, all it says is people with legal status OR no criminal history, neither imply illegality from the other

I think that he said “or no criminal history” because past administrations have only gone after undocumented people who had recently entered the country or who had been convicted of crimes

I don’t think that is true because I know of cases in which people who were here legally and had no criminal history have been deported
