If a cop writes you a ticket and you want to dispute it, you go to court, right? When you think about it, a traffic ticket is basically just “I think you did this, you can agree to the consequences or fight it in court”. If you fight it in court, the cop has to prove you did it

No. You can immigrate without having a green card. Not every immigrant has one. Some have work visas, student visas, refugee status, temporary protected status, etc. Please educate yourself
