He brings up Chicago because a lot of the Texas democrats are staying there to prevent the redistricting in Texas. The national guard would be used to force those politicians back to Texas so they can gerrymander and keep Trump further entrenched in power.

They had actually been signaling Chicago even before that, it’s because it’s one of the most democratic American cities and he wants to show a point.
