Assault weapons ban expired in 2004. That’s what happened.
We had similar gun laws and gun ownership rates in 2000. What changed?

That doesn’t explain the low number of school shootings before the assault weapons ban was enacted in 1994.

Also, I’m not sure a sudden expiration explains a gradual rise

The graph you have is school shootings, the graph in the post I quoted is active shootings. We’ve seen a dramatic increase on average of active shootings since 2017 (whether school or not) and the lack of legislation enacting reform on guns, particularly safety measures like red flag laws and universal background checks, are what continue to allow these shootings to remain rampant. We need more restrictions because it’s far too easy right now for the wrong person to get their hands on these guns

The whataboutisms I usually run into as well are “well, what about the black market?” and “what about hunting?” You don’t need an assault weapon, such as an AR-15 to hunt. There are plenty of other guns you can use that are perfectly effective. With an assault weapons ban, it would allow the FBI and local police departments to hone in on illegal selling of those firearms, getting them off the street faster than they could now.

Also, the gun show loophole needs to go. It’s not by any means covered by the 2nd amendment, and would also help to lower gun violence because every gun owned would be accounted for, increasing safe use and decreasing the chances of someone bad getting their hands on a high magazine weapon and unleashing it on innocent people.
