When Republicans were the minority and threatened a government shutdown to push changes to the budget, people blamed them for the shutdown. Now Democrats are doing the same thing, but people are still blaming Republicans. How does that make sense?

Both parties wanted an agreement each time, they just wanted an agreement on their terms. It makes sense that the blame should be placed on the party that wants to change the existing agreement.
