The only reason people believe it was ice is because the words “anti ice” were scrawled on a single bullet casing that wasn’t even used, very hastily, in blue sharpie. Nah. False flag. “Anti ice”? Fuckin seriously?

Okay, just read into it. The dude shot detainees only from the window of an adjacent building. Meaning he couldn’t be blindly firing, he was literally sniping at them.
