One of the governments pictured above puts on a mask of embracing multiculturalism, diversity, and the idea that they represent the virtuous side of a widely practiced religion. Using this mask, they alter narratives through propaganda suffused into the lives of the layman, to justify increasingly militaristic responses against those who do not believe in a spiritually-ordained right to rule over others. The other government pictured is the Covenant.
