If being arrested by ice is kidnapping then wouldn’t being arrested by the police also be kidnapping? There should be more laws in place for how all of this goes down, but it’s not kidnapping.

Ice doesn’t arrest anyone, to be arrested you need to be read your rights. Ice DETAINS people. Ergo, kidnaps.

It happened directly after the murder of Renee good. an ICE agent shot a man and his girlfriend in the car and then ran off

Are you talking about Alfredo Alejandro Aljorna? That’s the only thing I found and it wasn’t in a car. The ice agent got fired and was also places under arrest waiting charges.
