If you think New York's policies were any more "neoliberal" than elsewhere, I have a bridge there to sell you. New York state generally ranks bottom five in business climate, which is the fault of both the state and city's overregulation. Mamdani is doing a terrific job cutting red tape because the previous mayors sucked shit and there's a lot of easy cuts to make.
