It’s only a tradition because most people in the United States are Christian. It’s inherently dishonest to swear an oath on a book you do not hold in high regard. The Quran is the best book for him because that is the holy book he actually believes in. I am an atheist, it wouldn’t make sense for me to swear in on the Bible because the Bible holds no special weight for me.
