No… no you can’t. You fundamentally don’t understand what socialism is. Socialism is not just “when the government does stuff” or “when there is welfare”. These ideologies are defined by mutually exclusive class relations.

Yes you can lol. If you've ever seen any employee owned company, that's the goal. That's socialism. There is still an elite class. The elite class is just much closer financially to the working class because the means of production are still owned by majority working class people.

In socialism, the goal is to make sure everyone can live comfortably, and although there's still class structure, the elites are financially closer to the workers. The financial power is owned by the working class with a slight boost in the upper class. The upper class gets taxed more for public programs, and then essentially everyone makes the same.

that’s not what socialism is… there is no “elite class” in a socialist economy… or more accurately no capitalist class.

no… there is no upper class. the most basic definition of socialism is an economic system where the means of production are controlled by the proletariat (the workers).
