Everyone has the right to make/spend money, but this does not mean everyone will

The government guarantees the right to be able to make/spend money, not the ability. If the ability was guaranteed, you would be required by the gov to make money, which is illegal, since we are a country of free will. External/personal circumstances do not relate to the government
