Third world means not Russia or the US. Regardless of the state of the nation, we will technically always be the first world country, and Russia the second.

Third world academically means any country formed after the fall of the Soviet Union, in all technicality the US is technically a second world country while Europe and the Middle East are first world (and Africa if you count the development of the human species but academia has missed that for a long time)
