Good question. I'd be skeptical - it doesn't grow well in that climate and most of it is grown in the western hemisphere anyway. Their closest source would probably be Morocco, and even that is pretty far. Plus they loved vodka.

I certainly am too but the central asian republics had a documented use of hash and early drug policy in the union was apparently more focussed on abuse of morphine/stimulants until later on; modern russia also apparently imports most of its weed from kazakhstan which was part of the ussr so there is some possibility
