i grab a makeup or paint brush (anything with a thin-ish tapered handle), make a cone by rolling the paper around the handle, stick the filter in, and fill it using the end of the brush to pack it down in there. do it over a rolling tray or a piece of paper so you can catch anything that doesn’t make it in the cone
