It’s not. They added it to the Club World Cup because the US has a strict weather policy. The other leagues go on a case by case basis

Yeah man because we have some of the most extreme weather on the planet, lightning regularly extends far from the main storm. There’s a reason we suspend play if there’s lightning within 10 miles
